Release: mx-api-service: v1.19.0

This release introduces improvements around real-time communication via WebSocket, protocol updates, and overall system reliability. With Supernova release approaching, this release brings more options for subscribing to WebSocket endpoints rather that performing polling over Rest API.

Other highlights:

- deprecated relayed v1/v2 endpoints

- improved transaction re-ordering logic for specific conditions

- dynamic NFT attributes and URIs updates

- updated chain simulator version for improved end-to-end testing

- improved bulk operations handling and performance
